If that were to happen, expect a very quick policy change on allowing homosexuals into the military. Men would be lining up to get photographed giving blow jobs to stay home. There would also be a court battle over:
1. Sex. The draft would be discriminatory since it only applies to males. Women have proven their role in the armed forces, even though their role in combat arms is still questionable from both a physical and psychological standpoint.
2. Age. The laws were written when 35 really was a good point to draw the line. Nowadays, people are healthy enough well into their forties. Also, less strenuous support jobs could be handled by older draftees.
Everyone should be eligible for the draft, including (especially)college students who think they are special and above others.

A draft has to be authorized by Congress. El Presidente can bellow and guffaw all he wants, but unless Congress assents, there won't be a draft.
The only way Congress would approve a draft would be if something really really really big goes down, since supporting the draft is political suicide for many politicians.
This doesn't make it impossible, just really really hard. If there is an immediate, urgent, chronic, pressing need for troops, then draft boards will be ready pretty quickly to handle this particular task. (The only scenarios I can think of off the top of my head is South Korea or parts of the US glowing in the dark, a Taiwan invasion by the PRC, all-out superregional war from the Red Sea to Pakistan, or another series of nation-directed terrorist attacks.)

I hope not. If it does happen, I just hope they get people in this order:
1. Rich politicians' kids.
2. The homeless
3. High school drop-outs
4. The unemployed
5. Those on welfare
6. Jocks
Anyone with a (or working towards a) college education shouldn't have to be turned into cannon fodder.

You know, I'm surprised we haven't seen it yet with all the reports of military branches not meeting their recruiting goals in the past - but I understand things are picking up for them (a new batch of high school kids just graduated) and besides today's military doesn't fight like it did in WW II or even Vietnam and Korea - today's military uses much more modern and sophisticated technology and are supposedly fighting smarter.

when the democrats get back in power, the draft will return... after all they are the only ones talking about it, remember the 60's then the democrats also used the draft, which the republican Nixon stopped

Something tells me that if that happens, there will be anarchy, which creates a different problem entirely, which we are not prepared to deal with, either.
