There is not a "local" government. California is a HUGE state; 156,000 square miles. The local municipalities are governed by the mayor of that town and the Govenor of the State is Arnold Swarzenegger. The word "local" would be relating to a town or city, not a larger area, like a county or the entire state.

I am not familiar with cali, but i would guess its the governor. You have to have a certain county or city for someone to be "head of local government."
