Since you state that it's not locked, I would recommend opening Task Manager (Ctrl + Alt + Delete) and click on the 'Processes' tab, then find explorer.exe on the list. Click on 'End Process'. Your taskbar will now dissapear, do not worry about it. Now click on the 'Applications' tab, and press the 'New Task...' button. Inside the bar, type explorer.exe and click 'ok'. Now your taskbar should be back on. Close your task manager. Make sure your taskbar is not locked any more, and try moving now.

A simpler way that MAY work, is to just restart your computer, check to see if your taskbar is unlocked, and try to move it. Let me know if it works.

Point your arrow to an empty blue area of the taskbar.

Hold the LEFT KEY of the mouse down and drag the bar to the bottom.

RIGHT CLICK on the Start button, choose Properties and left click the Taskbar Tab. See Lock Taskbar? Check that box, and it'll stay on the bottom. Click the Okay button at the bottom and you're good-to-go.

Find an area on your taskbar that does not have any programs running in it, typically near the system clock. Click with your left mouse button and HOLD the button down, then drag it to the bottom of your screen and release. You will see it moving as you do.

For more options on the taskbar, right-click on it. More details at the Microsoft home page below:

Hold it then move your mouse to the bottom WHILE HOLDING.

Then let go at the bottom.

I speculate this will work. Otherwise look for similar instances to your problem on google.
