Bulletin? That's probably the best way because then everyone would see it. Or just make sure your birthday is set correctly by going to "Edit Profile" and then the "Basic Info" link at the top of the page. Then it will automatically announce it on the Sunday of or before your birthday. Although if somebody clicks on it and see that your birthday is coming up (say, on the following Saturday or something), then it won't reappear and they might end up forgetting about it. I've done that before and then felt really bad. Just post a bulletin saying "Happy Birthday to me!" real big or something just as a friendly reminder :-) That's what I did.

Also, make sure you don't have the option turned off in the Security settings. You can check by going to "Account Settings" from the home page, going to "Privacy Settings" and making sure that "Show My Birthday to my Friends" is checked. Or else it will assume that you don't want it shown for privacy reasons and it won't show up.

It notifies everyone automatically
Unless you have said for it not too, it will do it by itself. To make sure it will go under Account Settings and then go to My Privacy Settings. There should be a check mark next to Show My B-day To My Friends.

Hm...
When you sign up for myspace it asks for your birthday. When the week of your birthday comes along, it will show an icon and your birth date the whole week.
