what about directors?

Ideally, both. Some names (actor or director) will bring in people to the box office just based on their reputation. But you also want someone who can pull off the part, or it may be the last time their name draws a crowd.

Sometimes a producer or director will intentionally seek out 'unknowns' if they don't want the star power to distract from the story - ex. "Flight 93." But for your average action flick, you want a name that people will recognize.

no that is what casting agents are for. They look for actors by calling or going to different talent agencies. I don't know about directors. The producers are the people that make the film possible financially.

Producers look into their Bank Account first and then decide!
Directors go by instinct!

I say they want the big names and if they can't get one then they look for a good actor.

I would say big names also. Take Kate Bosworth in the recent Superman movie. She is absolutely not right for the part at all and yet she's young, hot, and a big name so they cast her
