Depends on the slope. There is a material called self-leveling concrete that sets up very thin. You can use leveling concrete to flatten the subsurface before laying the tile or laminate.

slope doesn't matter as long as it does not dip. meaning when you put a straight edge on the floor you cant see more then an 1/8 inch of light under it. if that's the case then you would have to level those spots. make sure there are no cracks in the concrete. if so use some type of isolation membrane. schluter makes one and custom makes a roll on type.
