Theocracy is a country where the civil law is determined entirely by religious law. Religious law is determined by divine decree and is unappealable through human instituions.
Iran is the only one that I am aware of currently. Israel is not. It has a secular government. Somalia seems to be headed that way.
No, the US is not a theocracy. It is not even close. When you can't even put a baby in a manger on Christmas, its not a theocracy.

theocracy is a political system based on religious law. Iran is a theocracy based on sharia, or islamic law. the papal state, vatican City, is not a theocracy since it is the home of the pope and college of cardinals, but has no permanent population. it does have a diplomatic corps but not in the same sense as a nation would have.
