My vote goes to Germany 3 x 3 France, in 1982 semifinals.

I have to give two, one for greatness, and one for the closest, highest quality match. The first one goes to Brazil's 4-1 victory over Italy in the 1970 Final. In the best cup ever, the best team ever, with the best player ever, played perhaps the best game ever (as far as one team goes) in this victory. In fact, the fourth goal, in the 86th minute from their captain Carlos Alberto, to me is the beautiful game at its best. Marvelous passwork, involving beautiful runs and crossing, and the ball ends up with Pele on the outside of the penalty area, and he pushes a ball into space for Carlos ALberto, who appears on the screen and fires the perfect shot, hard and low and just inside the back post. Now, for the second one, your pick is one of the best, and the 98 England-Argentina quarterfinal was also spectacular, but I hate it when matches are decided by penalty kicks. So then its between the 66 and 86 final, England-West Germany and Argentina-West Germany. I would say the 66 final, because it had more goals (6, 4-2), a 90 minute equalizer (Weber, West Germany), and Hurst's (England) game winner is still argued over by the two nations.

Well, it is not just my opinion, but the best World Cup game is considered the semi-final in Mexico 1970 between Italy and Germany (4-3)
It is called the "Game of the Century".

im english and so slightly biased but the 66 final (west germany 2 Vs 4 england)

you cannot say that any match is the best ever because in every WC there are some matches that can be considered the best

but, the tactics changed over time.

before they used to play offense but now all teams plays for defense

when maradona helped argentina win the world cup in 1986 with his hand of god. it was glorious...though i was way too young to watch it at the time.
