What does that phrase mean when an office is explaining what kind of business they are?

That's how they make money. They are charge a fee for a service, as opposed to making a commission on a product they sell you, or making money some other way.

With financial planners for example the argument is that a "fee for service" person is more likely to be objective because they are not motivated by the commission rates on the various products they might suggest to you.

they recieve a set fee every time they provide a service. Example would be a dentist who recieves 53 dollars for cleaning your teeth.
