This is a tough one. There is the 54 Hungarian Dream Team who played the final match with soccer shoes of the time while the Germans implemented for the first time soccer boots for rainy weather. That defined the match enoough for them to win the match 3-2.
There is the 82 and 86 France Team led by Platini who lost two semi fianls to a German team who physically harassed them into defeat (especially the '82 match)
How about the Spain team of 2002 who were blatantly robbed by the South Koreans, whose picked ref provoked the game to go into penalties and in favor of the Koreans
How about Honduras who were on the verge of qualifying to the second round in 1982 but were screwed over with a bogus penalty shot at stoppage time against Yugoslavia.
But the unluckiest team ever, to answer your question, was the 1982 Brazilian team. They whommped everybody by high scores, and lost to an Italian team who barely scored a goal a game but just had an inspired match by one player called Paolo Rossi and his hat trick (he later scored 4 more goals enrout to the final)

Recently, I think it is Spain. In 1998 they left basically because they got a very tough group in the draw, in 2002 because of bad referee calls, and this year they had a bad day against France, even though they played better.
Overall, and as odd as it seems, I think it is Brazil. Despite winning 5 times, there are at least 4 other World Cups that Brazil could´ve won:
In 1938, Brazil lost to Italy in the semifinals on a bad penalty call (that´s what I hear, at least);
In 1950, the biggest disaster in WC history, Brazil lost to Uruguay in front of 200,000 fans;
In 1978 Brazil did not make to the final because of the very questionable 6-0 score that Argentina imposed on Peru;
In 1982, an unbelievable Brazilian team lost to Italy in an unbelievable 3-2 score. At the time, Enzo Bearzot, the Italian coach himself said that had those teams played 10 games, Brazil would´ve win 9 of them.
I know this is very speculative, but that´s all we can do here, speculate...

1. Holland - Hungary - Czech
Holland - Their "total football" was highly impressive in 70's. They had the best world team and they lost 2 finals. In Argentina it's was a fight instead of a match. In 2006 they were pulled out of the tournament with the everytime worst officiated match.
Hungary and Czech both lost their 2 finals
4. Germany
They won 3 cups out of 7 finals!!!!
5. Argentina
In USA '94 it was a great team; Maradona's doping scandal get players out of focus.

Australia is a lesser team in WC history. Australian "soccer" is a newcome sport, I guess fans are highly involved (and I like and share this attitude) but Italy-Australia match shouldn't be such an unforgettable event. I understand their feelings about that unfair penalty, but we all must remember Italy played second half with 10 players by a wrong red card to Materazzi. And Italy played better than AUS (see match stats linked).
Spain always fails final stage in WC, and everytime they show an amazing self-confident attitude when starting the tournament. In 2002, Italy was pulled out by the host South Korea, with the amazing referee Byron Moreno who disallowed a right goal and had a wrong red card to Totti. Spanish press laughed at Italian blaming Moreno. Of course, in the next match Spain was pulled out from SK and another odd referee (Egyptian Al-Ghandour, see link). Spanish press wrote "Italian were right"...
This WC, after an impressive stage1, they were proudly critizing other teams who poorly performed. As usual, criticized France won... It seems definitively a behavior trouble, not a lucky affair.

any englishman will say england because we always have injuries and teams that play badly when man-for-man they are in the top 4 of the world
the aussies lost because they gave waway a penalty-it wasnt unlucky because it was a penalty, brasil werent really unlucky this year, the netherlands were quite unlucky
overall its either england, netherlands or maybe italy because they can only win a world cup if all of their clubs teams are in trouble

Germany, because they lost in the last two minutes of overtime, before a penalty shootout that they would have won for sure, England, because they lost to Portugal even though they played better, Netherlands, because they were beaten by Portugal diving all the time, and France, because they lost in the final in a penalty shootout.

If you are talking about all the Fifa World Cups, I'd go with Spain. They never made it beyond the quarterfinals, in spite of having good teams or, at least, some really good players on them.

australia..they played well against italy and they should have win that match or maybe the world cup..wahaha..but in the end they were out because of bad decision from the referee for a penalty to italy in the LAST MINUTE..man..that was the killing point. The referee is lousy..how can that be a penalty..AUstralia could have won that match

australia. after playing well and keeping the score level, a penalty was awarded against them with only 15 seconds for the match to end.. and the penalty was awarded for a tackle that did not deserve such apenalty. I AM NOT AN AUSTRALIAN.
