I have an idea for a program that is very much needed and I just need to know what I have to do, who I have to talk to, and what my next step should be.

Hire a programmer to implement it. Programming takes a lot of work. I suggest finding one in your city so that you can work on it face to face rather than over the internet. Try calling your local university or college. They can probably direct you to professors that have connections in the industry or past graduates looking for work.

anyone that can program in htnl or c++ and then compile it to disk
then marketing is another story
