The proper term is to "think on your feet" and it has to do with the ability to think well and clearly and quickly in the middle of a situation without having to do a lot of preparation. We say,
"He's really good at thinking on his feet!". Or "I'm really bad at thinking on my feet!". The latter means that we are slower to assess situations and come to conclusions and to be able to speak or act quickly on matters. The firs means we are quicker at this.

It's "think on your feet"
... kind of like resolving the problem in your head as you are walking to where the problem is..
... as opposed to the other concept wherein you need to see the "problem", call a meeting, get advice, take a poll, and then make a 'final' decision.

thinking on your FEET means that you are able to think while you are in the process of doing something. For instance, if you are in a hurry to go somewhere, and begin to leave, but then you realize you have to do something else first, you're "thinking on your feet".
