God, you people are all kill it crazy! Bet you were first to cry witch every time a neighbor did something different then you. Now I am not going to get the spelling right, but if you call the univ extension or farm advisor's office in your county, they will know what you are talking about. It's a web-like stringy fungis that grows on oaks and other wood plants this time of year called doutter (spelling in question). it is like mistletoe and uses the oak as a temp host this time of year.
So before you go running off with flaiming torches & burn down half you neighborhood, I suggest you call the agencys above & find out from a real expert what it is & what you should do about it.

I think you have the pretty silky web that has some type of little bugs that get rid of debris,fungus and maybe other little bugs. The horticulturists say not to remove them as they are great for improving the overall health of the trees. They are not the same as web worms .I've got a few webs with webworms on my pecan trees right now. The mysterious silky web creatures are on one of my oaks but I have seen them on all my trees at one time or another.I have never seen the bugs under the silky web but I'm told their safe.

its not dodder. dodder is a vine. it sounds like tent worms, although i can't recall ever seeing tent worms on an oak tree. to be safe i would cut the affected limbs off. then either take them to your local Extension office for a proper identification or error on the side of caution and just burn the affected branches (but not until after you cut them out of the tree).

I believe it may be a type of catapiller. They can harm the tree, and it would be wise to spray them. They are known as tent catapillars and they eat the tree.

It might be web worms. I've seen them on pecan trees, but never on oaks.
