It is possible I guess, but most of the UV rays would be reflected by the water. It's pretty hard to stay underwater the whole time you're swimming, so you'd get burned anyway just by being in or near the water. As the UV rays reflect off the water like a mirror, they would be reflected onto your face and body. You're better off just getting waterproof sunscreen and reapplying it periodically just to be on the safe side. Sunscreen can be kind of annoying sometimes, but it's gotta be better than skin cancer...

Oh god yes! Water magnifies the sun's rays, so if your body surfing, snorkeling or the like, ware a waterproof sunscreen and re-apply every 30-40 minutes! I know, I lived on the ocean for years, and some of my worst burns were gotten while body surfing!
