Why is FHM and Cosmopolitan ban at first but are allow to be sold in singapore now?

Likely, local government requested rights of censorship and those magazines refuesed. As time went on, either the local government backed down or the magazine publisher decided to allow the censorship.

As the magazines became more mainstream, they've become more acceptable.
