No conscience yet before a person is born.

No. There isn't one yet, we learn what a conscience is so we eventually get one. It doesn't just come naturally to us all, we were told about this and we were told right from wrong and good from bad. And in your mind you register that in, and then you know that you shouldn't do such things and THAT is your conscience.

According to the Rosicrucian Order, it is an ever learning cycle of
trial and error, until such time as we reach perfection. (lack of vice and no lack of love)
If I remember correctly, it is given that we are able to seek knowledge and build skills that are appropiate for what we are to learn or overcome, prior to coming to this world.
Therefore, the level of consciousness is as great as we have had at any previous life.

i don't think we have one i believe that is something that we acquire with life.
