First check and make sure the zoning in the area would allow for it. Secondly, check with the neighbors, if you have any, to find out if they are going to oppose such a use. No sense in wasting money if it won't be approved. I would certainly oppose a campground going up next to me.

Assuming all of those hurdles have been crossed. You will probably need to have a survey done and hire an architect to draw the plans for the layout and placement of the infrastructure. You are also probably going to have some environmental issues to contend with like waste water and such. Don't be surprised if your county makes you get epa and environmental impacts studies, as well as even a traffic study on the use. I would have at least a preliminary study done on the property before even approaching a zoning board.

I am just guessing but you are going to have a couple of thousand dollars in expenditures before you can even find out if the campground would be viable. I am assuming that your area has zoning restrictions.

If not, I would still check with the neighbors and get there imput. Then your first step would be to find an architect and have the surveys done to lay it out. Again, you will want to have electrical, water and other connections to each site. You could really make it nice and set up the cable or satellite feeds like they do at some truck stops. For an extra fee, of course.
