Put ithe koi in a seperate tank. Its not evil. It just doesnt get along with the other fish.
Almost like people. Some just liked to be left alone

Wow, that tank is REALLY cloudy. I would clean it ASAP. Maybe that's why your koi is such a bully. He's angry about his dirty home, and he's taking it out on his tankmates.
