If you are new to PAYPAL, they will give you very specific instructions. (I believe you cannot have an active account until you 'verify' an account. This process involves you making a banking transaction between one of your accounts and PAYPAL... usually for a very small amount of money.)
If you are an existing 'verified' member, and you do not already have a checking or saving account linked to your paypal account then you you will have to add one. (My Account, Profile, Bank Accounts, Add...) Then you can transfer money into your paypal account. (My Account, Transfer Funds ...)
However, if you are paying for something, like an eBay auction, you probably don't have to take the step of transferring funds. You may have to add a bank account if the seller doesn't accept credit cards through Paypal. But you can usually go to Send Money, Pay Anyone or Pay for eBay Items and pay whoever you want without having any money in your paypal account at all. The fees for the service are paid by the recipient of the money.

Go to "My Account" and click on "Add Funds" and transfer funds from your bank account to your Paypal account.

you can use a credit card or transfer from an already established bank account. a credit card is the quickest way.
