Well, a fascist country would be under a single leader with an extreme, right-wing ideology.
For 70 years, Mexico was a one-party state. The party itself was just a by-product of the revolution's need to consolidate power. No ideology really drove the party, aside from "give them a little and they'll obey."
In 2000, the single-party system faultered as an oppossition party took power. Ergo, the country is now neither fascist nor a single-party country.
As for Chiapas, they're just ornery indians who defy the government.
And as for democrats being "fascists" because they don't want to invade a country, that's just silly. "Freeing" Iraq was not our fight. Maybe if Bush Sr. had done so in 91, it would've been appropriate, but hitting a secular nation when fighting religious extremists is just a dopey move.
Lastly, why is this question in the soccer section?

well if we are talking about mexico of being a fascism look at the us goverment which going on the same path as the mexican goverment, we can also say that during those 70 years mexico had like 12 different presidents so its not that much because the presidential terms are for 6 years.
by the way this section is to talk about soccer not politics

mm... no... lol... it's a pretty normal place, there are free elections every six years, there is no dictator, and what happens in Chiapas is known as poverty... Which is Mexico's main problem, Mexico is highly polarized, half of the people are poor and the other half are not, and the poor people are gathered in certain states and the not poor half is gathered in the other states. What you probably heard about fascism had to do with one of the candidates in the recent elections, he lost, and is now trying to build some turmoil (he sounds pretty fascist in his speeches).
and... why is this in the soccer section???

Mexico is probably the most stable country in Latin America politically, economically, and socially. It's not without it's problems in these areas, but then again, neither is the US. Check your facts about human rights, and look up facism in the dictionary.... you seem to be very confused about these areas.
Oh, and ..... RAYADOS MONTERREY!!! This forum is about soccer.
