if you qualify for medicaid, or special tax cuts, or special tax breaks for being rich is that wrong to take?

is it wrong to take them if you qualify for them, because if a person is rich and they get a tax break for buying a hummer, or if they're rich and get a tax break for some other loophole they would take it, so why shouldn't lower income people who qualify for medicaid take it instead of buying health insurance which is really high?
