I have a feeling Mr. Heisenberg holds the answer to your question. Energy cannot be localized. It exists as an oscillation.

Generally because energy in the way you are thinking is the result of a disturbance in the field of a conservative force. The solution to propagation for this is wave like.
Of course, things like moving balls also carry energy. The wave like nature of this is more subtle - it is due to wave-particle duality.

All things have both wave and particle properities. Anytime something is localized through some interaction it appears to behave like a particle, however while anything is not being observed (like light in transit) it behaves more like a wave. This peculiar nature is simply how the universe works and underlies our understanding of quantum mechanics.

1.) Quantum uncertainty answer:
Because it is measured with devices that use energy that travels in waves to determine its paths.
2.) String theory answer:
It could be a consequence of something akin to plucking, analogous to a wave that travels along a guitar string, described in the following depiction of string theory:
"In string theory, the basic objects are one-dimensional strings (closed loops, or open strings-pieces with ends). The different particles seen in experiments today are just different modes of vibration of the string (which we see as pointlike particles because the length of the string is too small to be resolved)."

If energy travel so does the force and to every force there is a couterforce.so if energy dissipates as a wave so is the force.

all matter is light and has a qunatiun signature or quantium wave.
large energy has large wave and small energy has small wave.
look into magnetic vibrations of matter.
