I am thinking so.
For the most part, it is a lack of confidence. They see someone weaker than them and they take advantage.
It's like the bigger fish eating the little fish. There is always a bigger and smaller fish.

yes i do think that everyone has alittle bully in them all it takes for it to come out is for them to see some one that they are weak or they can beat them up and there you have it.
