Probably the wiring bro. There also might be moisture in the fixture. My brothers neon had the same problem. Make sure the fixture is sealed. If that does not work check the wires. Then just buy a new tail light! Peace Bro!

The brake light switch is a possible source of the problem.
It is normally " released" to allow the brake lights to come on when you push the brake pedal. It is therefore mechanically associated with the pedal usually under the dashboard. Look for a switch that is released when you push on the pedal.
Make sure you used the right kind of bulbs to replace the bulbs.
The brake light bulbs frequently have a duel fillament and work for the tail lights, the turn signals and the brake lights. If this is the case there will be three connections on the bulb. If this is the case than one filiment works for both the turn signal and the brake light and the light is supposed to flash on and off when the turn signal is activated.
Make sure your turn signals are working properly and the flasher works. The flasher may also be part of the brake light circuit.
If both brake lights are not working the next most common problem is the "common".
By this I refer to the common electrical connection to the bulbs.
If this is defective and you are not good with electrical diagnosis it is probably better to find someone who is.
Normally both brake light sockets do not become defective at the same time, but as mentioned by others moisture is a problem for the sockets.
