Yes. But the rumors are that Captain Jack Sparrow will either NOT be in it, or at the end of it. Movies keep their scripts closely guarded.
And yes, No. 2 was well done. The special effects keep getting better all the time. Look at Superman...

Yes there will be. In fact they filmed Pirates 2 and 3 together and Pirates 3 is due for release next summer.
