DVDs are burned and sold all the time - it's nothing new..
To do this, all you need is a DVD burner.
..Nobody will do it for you, because there are too many problems in that - such as shipping you the DVDs, and a matter of payment for trouble..
But if you search ebay you can find a brand new DVD player for just around $50 dollars.
When you get your DVD burner, it should come with burning software, and a manual for how to use it.
For you, I recommend an "external" dvd burner.
