If you are really serious, first take singing lessons. If you can, get advice from as many musicians, music managers, people in the music industry etc as you can (although this may be tricking depending on where you live, who you know etc). After you think you have reached a "professional" level of quality (and also after other people, like your music teacher, agree with you), try to start promoting your music. Get a myspace band page or your own website, burn cds and send them out to friends and family, print out flyers, perform at local clubs, and just generally spread the word. Even if you are the best singer in the entire world, don't just expect people to come to you—you have to go out and get yourself noticed. One important thing to do before you start sending out a demo cd to record labels is to get it mastered at a recording studio—most A&R reps won't even listen to a demo cd unless it is professionally mixed/mastered (that is how the record labels sort out the amateurs). There are plenty of books that can go way more in depth on this, just check out the music section of a local bookstore like Borders or Barnes and Nobles.

sing every minute of every day, in front of people and in private. that's what I do. Take singing lessons, learn an instrument like a guitar or something, find an indepent recording studio make an album, and then send it to the big dogs. My dad is a country music player and im startin a rock band so thats the only way i know how to do it! hope ive helpd

Sing. Sing at church (solo). Sing the anthem at local sporting events (rodeos, minor league games). Sing at private parties and reunions. Sing for free. If you enjoy it you will get good at it and good things will happen.
Also, when corresponding with people in the business, spell out the words.
