Start taking acting classes, while you're working.
Eventually you'll save up enough cash to travel to CA. It might take awhile, but you're still young and determined.

Brad Pitt is from Missouri, but he moved. Still, there are acting jobs in and around the state, just not many. The link below will give information about joining the Screen Actors Guild, and accompanying page links will start you on to associated possibilities and related information. Then there are the talent programs and agencies, not to mention the agents that represent actors and actresses. Frankly, do some local theater and if you sing or dance pay a good visit to Branson. Someone might have some suggestions at the shows there.
Remember, successful actors live where they want, they just work in Hollywood and odd places where films are made. Good luck.

Seriously, the first thing you should do is look into local acting classes and troupes. Many of the more serious actors have spent time on the stage. Also, look into colleges that have stellar programs (no pun intended) in the field of drama and theater.
Look at some of your favorite actors and actresses and examine what they did in the past and where they went to school. If you see a common or a popular theme emerging from your research, then you should look more into that particular path.
Also, luck comes into play. That part will be left on its own.
Check out any casting calls for small projects first. That will make it a little easier to try and break into the business. Also, make sure you have headshots available when you audition for a part or just try to make yourself known.
Good luck

Sometimes you hear about movies being filmed in any particular area. Look out for movies that may be filmed in your area, and try to become an extra in the movie. Movies always need extras. Most extras just walk around but have very few speaking parts, but it's a way to get your foot in the door. I hope this helps. Also, find a local theater that puts on plays, and audition for them. That is also a good way to get into acting and get valuable experience.

Try out for plays in little theater groups. Take any course in modeling, acting, expression, speech, dance, or anything related, that you have an opportunity for. Enter local beauty contests. Contact local radio and TV stations. You might not get just what you want right off the bat, but if you are headed in the right direction and don't quit, you are headed toward your goal. Any kind of substance abuse or early sexual misconduct is a step in the wrong direction, and practically guarantees failure. Is drama offered in your school? Contact everyone you know in any related field, and if you don't know them, introduce yourself, I'm _____, and I have a dream. Who knows when someone important in the field will share it. Best of luck. See you in the movies.

I think the general consensus here is that you should work where you live --- regional theater or whatever helps you hone your skills. Los Angeles and NYC are where the bulk of the work is, but taking time to work on your skills and build a performance resume is the best thing you can do if you're unwilling or unable to relocate right now.

Chicago also has a small film industry.
There are outlets everywhere, just not big ones!
Is there cable access there? Does your cable company have a local broadcast Out here we have 9 news. They employ on camera people. The money just isn't great!
There are local TV commercials, local advertisers.
You work locally.
It's easier to break in locally than in Los Angeles!

Go to Branson...All kinds of talent on display.. You can probably get your foot in the door,Just do the best you can. And remember the story of the mule that fell into the well...The farmer looked down the well. and said we'll never git (Mississippi for get) him out, so let's just bury him..So they started shoveling dirt into the well...the old mule never seemed to get buried..they kept on shoveling, and pretty soon the mule just stepped out from the well. The farmer was amazed. You and I are like that old mule..life keeps shoveling stuff on us, we gotta just *Shake it off, and Step Up !! * Hang in there.. I live in Southern California, and there's at least two million different stories, But I haven't heard any stories about any one that started at the top and worked their way down..
Oh by the way, and I don't understand it, but "git" passed spell check.??

Run away from home and move to LA or wait til you are 18, hitchhike there and hope you don't spend most of the trip in the trunk of some lunatics car.

Find the independent filmmakers in your area. There are always low budget filmmakers somewhere and thats a good way to get some experience. And who knows, the film might get noticed by someone important.
