I had this happen to me several times. It is utterly disgusting, shouldn't these *** clowns try to be more sanitary?

How can some dudes not wipe their butt after taking a big crap? Wouldn't their underwear be all nasty and soiled? Aren't they afraid of being called a stinky poophead? C'mon on man, what's wrong with these people?

It might not be there stuff. Sometimes the toilets don't flush, and the mess was left by the prior occupant. People that are ignorant enough to fail to flush, won't learn by being confronted anyway. Save your breath and be the bigger person.

Yes. You should yell and point. Actually start carrying your digital camera and take pictures and these people and post their picture to a web site so they can be banned from public washrooms.
