What reason is given for the diferent rates? Does the oscillation attenuate? If not, where does the energy come from to sustain the oscillation?

Everything "oscillates". It has to do with Heisenberg's uncertainty principle. Smaller less massive particles are just more noticeable. So if the neutrinos had different masses then they would oscillate at different frequencies. You might also find DeBroglie wavelength interesting.

I also wonder why everyone else always quotes a website. Doesn't anyone know anything themselves?

The term "oscillation" is used to describe how neutrinos of one type change into another type, and then change back again. So a neutrino is not just of one type; if you wait long enough it will change into one of the other types.

I know that seems pretty weird, and I don't understand just why it happens myself. The reason does have to do with the three types having different masses; beyond that, you'd need to take a class in quantum mechanics to get a full understanding.

As far as the energy goes, the oscillations do not consume energy.
