think of it as "consecutive" runs scored....If the Cardinals are down 2-0 then score 7 runs, to go ahead 7-2 , even if it's over several innings...The Cardinals have then scored 7 unanswered runs...

It is usually used in the plural as in "They scored 6 unanswered runs", meaning that they scored 6 runs during which time the opposing team scored zero.
