Yes it can be removed. However, the healing process of your body will dictate the amount of tissue it wants to replace and could actually cause more scar tissue. Scars themselves can be reduced in visibility but it will still be there.
In order to best get an answer you would be in better luck seeking out the advice of a plastic surgeon that does reconstructive work on the area in question. They have technology now that allows their work to scar as little as possible by the way the close the injured area.
Burn scars are a different thing though. There is more detail in that area that only doctors can answer.

It depends on the scar what they can do. Certainly laser can reduce the size & appearance of the sace, as can several topical skin treatments. It it's a bigger surface scar they can simply cut it out & sew the sides back together (which will also leave a scar, but smaller. Just consult a plastic surgeon or even a dermitologist.
