Yes. My Grandmother is one of them. It is a group of women over the age of fifty, most of whom grew up or were married when life was much more restrictive for women, around the 1950s. They are trying to get the most out of the time they have left and have some more spontaneus fun than women their age are expected to. It is also related to the poem Warning by Jenny Joseph:

When I am an old woman I shall wear purple
With a red hat which doesn't go and doesn't suit me.

Note: Some red hat ladies wear pink hats. These are women under 30 who joined the group to help their more elderly friends and relatives.

You have to be at least fifty to be a red hat lady, anyone younger is a pink hat lady, really. There are several different red hat lady societies in my town and for the most part, they are a little clickish.

YES! Weird, strange pack of old birds. My boss ran into them on a bus ride once. Very odd.
