There are two ways of configuring a pc. One is by using static IP (input manually when configuring network adapter in your pc) and other is dynamic ip (generated by provider). if you are using static Ip then you have to make note of the same before you re-install the pc. However, if you are using DHCP (Dynamic Host Control Protocol) which means, an ip address is automatically supplied to your pc then it wont change. The ip address will remain the same immaterial if you reinstall/reformat the pc.

Your IP address is controlled by your internet provider not your System. Re-install away.
