Uhhh, yeah. But the "higher power" is science which explains the laws of nature, including rainbows. Perhaps not the standard answer you were looking for, but the truth nonetheless

A rainbow is just the colors of the spectrum broken down. I can create a rainbow while washing my car.

If you accept religion as the source of all answers, then the answer is yes. If you are capable of independent, critical thinking and have the strength to avoid blindly following the crowd, then the answer is no. That you ask the question leads me to guess that you are young. I'd like to suggest that you make a habit of rejecting soft, easy answers. You can always change your mind and agree later, but there are some things that you can't back out of once you've accepted, so take your time and think, think, think. BTW, my personal answer is, "Of course not!"
