YES YOU DO! He needs to contact his CO and he can direct him what to do.
Don't forget he is military property and can't do just anything he wants to any longer.

It all depends on how you interpret the word "permission". As for my old command, I didn't need their permission, but they highly, highly, highly, recommended me to get counseling for my wife and I before we was married and after we were married. Even though a military spouse is not standing inspections, running PT, standing duty and so forth your job is as stressful as the servicemember. Since your man is in the navy, the long deployments, combat tours, the lonely nights, and being sometimes the man and woman of the household, it is a very toiling job for you. I recommend that you both get counseling from a military chaplin who tell pretty much brief you and your future husband a little about what's about to come. I wish you all the best. God Bless and may heaven continue to smile upon you.

As long as the non-military party is over 18 then the marriage can not be stopped. After the marriage he has to report it to his unit that away he can start to receiveing his due money. The Navy is different than the Army, but no branch can stop you from getting married.

Permission from who? For what? None of their business. Just the usual legal stuff as with any marriage.

Normally, as long as you are at least 18, there should be no problems. There will be some paperwork to do, though. Things like pay, benefits, medical, and getting an ID card. If you are not familiar with the military, there will be lifestyle changes, too. You may want to check out http://www.npc.navy.mil/CommandSupport/SpouseSupport/
And be familiar with the pay which is found at http://www.npc.navy.mil/CareerInfo/PayAndBenefits/

NO... absolutely not. As long as you are both of legal age to become legally married in your state of residence. You should remember one thing though. Once you marry him you are also marrying his way of life. Hopefully you have thought of all the consequences through. May you have a long or happy marriage... :-)
