sounds like a cocoon of some sort
probably ended the life of a butterfly
next time put it in a jar with some small air holes in the lid and see what hatches
if its gross use it for bait
if its a butterfly let it go

Sick! It's probably some species of garden slug, and your dog probably killed it and brought it to you.
