if you are talking about just the low beams not working, it is probably a relay. under the hood is a box with relays and fuses-one should be for the low beam lights. swap relays with the high side and see if that solves the problem. if it does, just replace the relay with a new one.
it could also be the headlight switch-that is harder to check. I would recommend taking it to a mechanic if the relay trick doesn't work.

I DOUBT both bulbs burned out - PROBABLY the Dimmer Switch - a test light will tell U if there is voltage going to the low beams & coming out of the dimmer switch ! & if that doesn't work check 4 GOOD GROUNDS ! U can have the Voltage but if no ground or bad ground the lights won't work.or any other 12 part.

My hubby's 98 Cadillac Catera has the same problem too! I think the high beams are seperate bulbs.

DID YOU CHECK THE LOW BEAM BULBS? SOME CARS HAVE 4 HEADLIGHT BULBS. 2 FOR HIGH BEAM AND 2 FOR LOW BEAM. SOMETIMES THE SOCKET THAT THE BULB GOES IN CAN BE CORRODED.
