Seems like the best answer will have to come from someone in authority. Try searching for any kind of local housing authority, or perhaps a tenant resources group in your area. You are really going to want to not only find an answer, but all the details of for qualifications, which is only going to come from a good source... otherwise, you may find yourself locked in a situation that you hadn't anticipated.
