Go to sasha.com. They have great make-up tips for women of color. I'm black and didn't know how to apply make-up until I went to this site. Be careful though, the products are tempting...but expensive.

Try Black Opal or Iman cosmetics for bronze highlighter sticks. You screw them up like lip sticks. Apply the highlighter stick on your cheekbones and a liquid foundation slightly darker than your skintone below the bronzer. Blend the colors so they are not obvious under the foundation you need to put on next. This technique makes the face seem more elongated. Also try putting the bronzer on the ridge of your nose. This gives the illusion that your nose is long and narrow.
Peace

Eyes – Grey, brown and natural shades are great for you but shimmer colours like bronze, silver and terracotta are great for special occasions.
Cheeks – Deep rose and apricot colours will highlight your cheekbones and give a bronze highlighter a go, you’ll look great.
Lashes – Draw attention to your eyes by experimenting with mascara – navy and dark purple will look great.
Lips – Dark shades like apricot, blackberry, caramel and red will give you luscious looking lips.

I am also fair skinned and of african descent. for lipstick anything with a bit o blue in it, think plums and violets. never oranges or pinky pinks.
your eyes sound beautiful. you could use grey or charcol eyeliner or even dark blue. and a natural brown for the creases.
I teach models how to apply make-up.
if you use a foundation, test it on the palm side of your wrist, if you can see the difference in shade, so can eveyone else. we have oilier skin, which works in our favor in later years, but you may want to use a sheer power over the top of your makeup to blot shiny spots.
since you have small features, remember this....light shades make something bigger, small shades make it smaller, so for the sides of your nose get a concealer (with a yellow undertone) and blend it down the sides to enlarge or use a somewhat dark brown and brush it down the sides to make it smaller. same under cheek bones to create definition.
does that help?

I've always thought darker skinned girls look great in golden/bronze colours.
