Are you talking about taking them off your list so you can talk to them? If so you go to options, and privacy, and it should list the people you blocked and the people you have unblocked, just click on there e-mail address and move them back to the allow list.

Tools -> Options -> Privacy. Then you can edit your block and allow lists (assuming you're referring to MSN or Windows Live Messenger)
