How about giving them something personal and meaningful that you can make yourself? A handmade blanket or quilt........If you don't know how to quilt, you can purchase a blanket that just needs some edging put on, pretty simple...........
Also, sometimes the best gift is a basket filled with lots of the little things they will need but may not get at the shower: nail clippers, brush, washcloths, towels, socks, etc..........they even sell this type of thing made up to look like a cake or similar item.......
I tend to think handmade or personal (if they know they baby name already) is always the best way to go.

Something that would be a good idea but is a little expensive would be these personalized teddy bears. She could keep it forever and give it to the baby once he gets older.

Look online for some sort of baby massage kit. I found one (it may have been more than $25, but you can find something in your price range) for a good friend and she loved it. Totally wonderful to help mom enjoy bonding with baby and REALLY fantastic for calming and soothing a baby. If you can't afford something like that, get a couple of lullaby CDs, a cheap picture frame at Target or WalMart and some tea or coffee for mom -- all good, practical gifts!

Im sure you have pictures of the baby or you could go and take pictures right?....
Take a really special pic of the baby or mom & baby etc...crop and blow the picture up to 5x7 and have it printed up in black and white...buy a 8x10 frame with a mat for a 5x7...the matting of the pic makes it so much more professional looking and really helps the photo to stand out...Depending upon the price of the frame you get you could easily keep the gift well under $25.
Im sure that they will cherish that photo for years and years and they will always remember who gave it to them.

That's a tough one. We bought my nephew a toy chest that we had made custom to match the theme of his room and have his name on it. Hopefully he'll be using it for many years. But it was a bit more than $25 ;).
