There are a number of police-supply vendors on-line that can cater to your request. I'm certain that most of them will do business with you.
However, if you are looking for domestic disciplining, I would advise against the metal kind, even if fur-lined. They are not exactly designed for anything bedroom related as they are rigid and unforgiving. They can press into the wrist where some important nerves and blood vessels are.
Instead, I would suggest getting the leather kind. You can get them through an adult toy supplier for about the same price as the good quality police-style handcuffs.

Well, as long as everybody is a consenting adult. Just get the padded kind. A quick searh should turn up all kinds of vendors. The nearest adult store should have a good selection.
