error message keeps popping up "rtl70.bpl" ive tried everything i know to dort it please help and i would like a free way to do it if possible

First of all, use of an antivirus is advisable. I think mainly these are system errors. You must be doing something wrong I mean visiting sites which are for adults only. If we try to download the video, somethingelse would be downloaded and this will cause illegal entry of other programs which will make problems with your pc. As a result it will slow down the pc.
Format it and reload the programs and try to use antivirus programs. Scan once in a week and be safe.

'rtl70.bpl' is a file needed by programs compiled using Delphi 7. There is a Borland Delphi 7 Package Installer, which will put the required files in your systems folder.
However, your best bet is to find the program that is causing the error, as it only happens on programs compiled using Delphi 7. You need to identify the file first, you might have some help with this using Event Viewer(Control Panel->Administrative Tools->Event Viewer) with the Application or System parts(try keep an eye on when the error occurs and try find it in there and see if it gives a program name). The reason for this is you might restore the missing file and it turns out the program in question is a virus or some other kind of malware and you accidentally restore it to full working order.

Download a free virus checker such as AVG Anti Virus Edition
It sounds like you may have a virus which can harm your entire computer. Viruses use dll's (dynamically linked libararies) to spy on your computer
Type in Yahoo.com then search for AVG Virus free Edition

Go to my computer,right click on c drive select properties a task list will apear select the icon in the top left hand corner that says tools open it and a selection of fix errors and recover bad sectors tick in both boxes you will have to restart your computer ant these things will take efect! after this proses go trough the same proses but this time select defrag then select analize and let it run!
