I cannot tell by your question whether you are using a laptop or a desktop keyboard, but my laptop keyboard requires that I hit a "function/fn" key in order to operated number lock...this key disables ctrl+alt+del...

Try to vacuum out the keyboard. You can also write down the order of the keys, remove them, and do a thorough cleaning. Make sure you unplug the keyboard no matter what you do. If you are unsuccessful, get a new one.
