Puerto Rico is probably going to become the 51st state sometime in the future. And for the other people that answered, Mexico is it's own country not a US territory, and the country is not rich. There are a select few people in the country that are, but most of the common people are not (which is why they come to the US to begin with). Some of the answers are totally dumb. Iraq, Canada, or any other COUNTRY cannot become a state.

Because the process requires political consensus, new states will most likely be admitted in twos to preserve the current political balance.
DC might become a state of its own someday but we would have to find a small conservative state to preserve balance. Guam? Chip San Diego off from the rest of California?
My favorite pair would be Puerto Rico and Jamaica -- the first will be Republican and the second Democrat. I don't think it's very likely but it would enhance our vacation opportunities.
Or Quebec and Costa Rica -- that would mix things up a bit around here, but somebody has to tell the Canadians.

Why be a state?
When you can stay under the protection of the United States and get some federal funds, but largely run your own government the way you want to, it doesnt pay to be a state. A great example of this is Saipan and Guam. They get tons of money coming in from the United States and foreign countries as investment, but they can pretty much make thier own rules within certain guidelines. They dont have that major beauracracy over thier heads. And don't pay federal taxes. And their citizens quallify for US Citizenship. Hell, maybe I'll move there!

I believe there's a minimum population requirement for statehood, the US government has to agree to accept the state, and the people there have to vote for statehood.
My idea is we move all the Israelis out of Israel to somewhere in the US, perhaps Utah because like Israel it is mostly worthless desert. Then the Arabs can fight each other over Israel. Then "New Israel" can become the 51st state.

Most feel Puerto Rico is well overdue, but others are reluctant to let it have representational power beyond that of general elections and local autonomy at the "state level" of organization. It sticks in the craw of many of the very idea that this "island protectorate" would be given the usual two US senators afforded by "statehood." People that throw out comments like "Mexico" or "Canada" are being just plain "silly" (note that I'm trying to be unabrasive by NOT calling them 'childish' or "bone-a$$ stupid.")
