If you're really interested in fashion a better place for that out of those to options would probably be LA. Fashion isn't as big of an industry in San Diego. I think the two best places for fashion in the US are probably New York and LA.

No, the best schools for design are in New York, actually. The most prestigious art and design schools are pretty much on the east coast. The perfect school for fashion students is Parsons School Of Design in New York City. Or, Rhode Island School of Design.
