I don't think it will clash as long as the textures are different, you can try a thicker fabric like a brocade on the bottom and a more lightweight fabric light cotton or cashmere on top.

Clashes. I think the cream seems to look dingy & mismatched with white.

I think it matches, especially if it is a darker cream top,white pants, cream heels! aww what a classy outfit!
