I don't really know, I think it may be because the WB dropped it, and UPN picked it up, so they got desperate.

The was trying to save a show that was gonna be canceled. So as with any show that's about to bit the tv series bullet, Rosewell thought if they revamp the whole show more people will watch. But in the in they ended up lossing some of their fan base. Plus not enough Colin Hanks.
