Over rated-definitely Paris, France. I guess if I had a million people visiting my city everyday, I would be a bit rude, too. France is beautiful, pricey, and a huge tourist undertaking.

Under rated- Firstly, I would choose Denmark. Lovely, Lovely country, wonderfully nice welcoming people, and fabulous gardens and food. Don't eat any mexican food there. They do not have a clue.
Secondly, The netherlands-what a beautiful place, full of intriguing people, and lots of historical sites. Rolling rolling countryside. Lot's of Jazz musicians.
Thirdly, Germany, so many people just want to take Americans home, go figure. Great small quaint clubs, lots of beer, excellent pub food, and incredible churches.

Buy a eurail pass and see it all.

Dublin is underrated:

the temple bar area is unbelieveable, extremely cool, endless colorful bars and pubs, restaurants and cafes of lots of types of cuisine, and then there's trinity collge (book of kells) the national museum (tara brooch) the millenium spire, the bullet holes from the 1916 rebellion on Easter Sunday at the GPO (general post office) the beautiful river liffey, the National Botanic Gardens, the memorial to the Irish Famine, etc.

London is "underrated"

So much to see: Big Ben, Westminster Abbey, Westminster Hall, Victoria Tower, Houses of Parliament, British Museum (Rosetta Stone, Elgin Marbles), Tower of London and Tower Bridge, Tate Moderne, National Gallery, Soho District--Covent Garden (coolest) Piccadilly Circus and Leicester Square (pronounced lester) -- like Times Sq. in NYC, all the beautiful up-kept parks, Harrods, BUCKINGHAM PALACE -- see changing of the guards, the London Eye (huge slow moving sight seeing ferris wheel)

However, London is extremely busy and way too much traffic

Paris is underrated:

I've never been to a cooler city: way to much to do to type I;m tired
